According to the government, a cigar is a roll of tobacco wrapped in leaf tobacco or any substance containing tobacco. However, if it looks like a cigarette, tastes like a cigarette, has a cigarette-type filter, is in a cigarette-type package, or is advertised as a cigarette, it will be classified as a cigarette instead.

• A traditional cigar is made of tobacco wrapped in a tobacco leaf.
• A flavored cigar made with tobacco and fruit extracts is still considered a cigar.
• A cigar that is the same size and shape as a cigarette, has a filter, and is packaged like a cigarette will be classified as a cigarette.

The examples illustrate that a cigar can come in different forms and flavors, but as long as it does not resemble a cigarette in appearance, taste, or packaging, it will be classified as a cigar.
