Definition of No License Required (NLR)
No License Required (NLR) is a term used to describe commodities and related technology that can be exported out of the United States without the need for a license. Most exports from the United States fall under this category and are exported as NLR. This includes items that are not listed on the Commerce Control List (CCL) or those that are listed on the CCL but are being exported to countries that do not require a license from the federal government.
- American-made t-shirts being sold to a store in Canada
- Computer software being sent to a company in Mexico
- Non-military drones being shipped to a customer in Germany
These examples illustrate the definition of NLR because they are all items that do not require a license to be exported out of the United States. They are not listed on the CCL and are being exported to countries that do not require a license from the federal government.
