A shipping commissioner is an official appointed by the Secretary of the Treasury to oversee seamen's contracts and welfare at a port of entry. This person has the authority to ensure that seamen are treated fairly and that their rights are protected.

For example, if a seaman is not being paid the wages they are owed, the shipping commissioner can investigate and take action to ensure that the seaman is paid what they are owed. The shipping commissioner can also ensure that seamen have access to medical care and other necessary services while they are in port.

In 1993, the term "shipping commissioner" was changed to "master or individual in charge." This change reflects the fact that the person in charge of a ship is ultimately responsible for the welfare of the seamen on board.
